The City of Laybid is one of the historic settlements whose formation is closely linked to natural conditions. Based on available reports and accounts from local elders, the presence of numerous springs and dense vegetation, particularly willow trees, played an important role in the initial establishment of the population, and the city’s name is derived from this natural setting. These favorable environmental conditions provided the basis for continuous habitation in the area.
Although no reliable written records exist regarding the exact time of the city’s establishment, existing evidence, including the remains of a historical castle dating back more than 350 years, indicates a settlement history of over 400 years. This castle originally served as the primary core of settlement, and over time, with improved security and population growth, the residential fabric gradually expanded beyond its boundaries. The city’s expansion was influenced by natural conditions, access to water resources and agricultural lands, and favorable safety and landscape features, leading primarily toward the south and southwest.
Historically, the residents of Laybid were primarily dependent on agricultural and horticultural activities, and the city played a predominantly agricultural role. In recent decades, however, due to declining water resources and soil quality, along with the development of stone mining activities, the city’s economic structure has undergone significant change and has become largely industrial. The expansion of the service sector has followed this transformation, and today the city’s economy is mainly based on industrial and service-based activities.
The Detailed Urban Development Plan of Laybid City has been prepared to organize the city’s physical structure, define construction regulations and controls, and guide urban development in line with approved upper-level policies. Population growth and changes in the city’s economic structure, particularly the strengthening role of industry and services, have underscored the importance of this plan as a tool for managing and guiding urban development.
Within this plan, preserving the historical and cultural identity of the city, protecting and revitalizing valuable buildings and spaces, ensuring a balanced distribution of land uses, enhancing urban environmental quality, and addressing the residential and service needs of the population are identified as the main planning objectives. The ultimate goal of this Detailed Urban Development Plan is to achieve spatial cohesion and improve the functional efficiency of Laybid City within the defined planning horizon.
